The Windsor Essex Parkway: The Many Firsts in Ontario Road Projects === Garfield Dales, Manager of Project Delivery for the Windsor Border Initiatives Implementation Group, will share the story of the Windsor-Essex Parkway. He will discuss the background, challenges, and opportunities from the perspective of the owner. The four international border crossings at Windsor-Detroit carry one third of Canadian trade annually. The Government of Ontario partnered with the Governments of Canada, Michigan, the U.S., and local municipalities in Windsor-Essex to determine how to improve transportation infrastructure, where investments would make the most sense, and how to plan long-term strategies for future growth. As part of the future Detroit River International Crossing, Ontario is leading the delivery of a new $1.4-billion highway -- the Windsor-Essex Parkway, the largest current road infrastructure project in the province. The project is being delivered through an Alternative Finance Procurement Model with Infrastructure Ontario, and is the first road construction project in Ontario to be delivered in this way. The project itself is unique in not only its delivery, but also the scope and size of the project, partnership opportunities, and the required permits for construction.
